LULAC 4871 – The Dallas
Rainbow Council has
established the Jesús
Chaírez Scholarship for
LGBT or ally high school
seniors and/or LGBT or ally
college/university freshmen
students.
TERMS: The LULAC 4871-
Dallas Rainbow Council
Scholarship Committee
shall select students who
are currently enrolled at an
accredited high school,
college, or university in the
North Texas area. The
$1,000, or more, award is
intended to cover two
semesters of involvement.
The first installment of
$500, or more, shall be
paid by August 24, 2010
and the final installment
shall be paid on January
25, 2011. The award will
be presented to winning
recipient at the LULAC
4871–Dallas Rainbow
Council General Meeting
closest to the
disbursement date.
ELIGIBILITY
REQUIREMENTS:
Applicants must meet the
following criteria to be
considered for an award:
• Must be enrolled at a
college, university,
including 2-year colleges
and maintain a 3.0 GPA or
better. OR
• Must be enrolled at an
accredited North Texas
High School as an early
graduating junior or
standard graduating senior
with a 3.0 GPA or better.
• You do NOT have to be
Hispanic or of Hispanic
descent to qualify for this
scholarship.
• You do NOT have to be an
LGBT individual to qualify
for this scholarship, but you
must at least be an ally.
• Citizenship status is NOT
a deciding factor to qualify
for this scholarship.
SELECTION CRITERIA:
Grades and academic
performance will serve as
indicators of a potential
winning selection;
however, emphasis will be
placed on the individual’s
motivation, sincerity, and
integrity, which can best be
revealed through a
personal interview and in
the personal essay.
Financial need, community
involvement, and
leadership activities will
also be considered.
APPLICATION PROCESS:
Applicants must submit:
• Completed and signed
application form.
• Copy of current transcript
from university or high
school showing most
recent grades and GPA
• Recommendation letter
from any educational
institution faculty and/or
staff, clergy, employers, or
community organizations.
• Typed, or neatly printed,
personal essay of 300
words or more.
• If nominated the
applicant must be available
to participate in a brief but
important personal
interview.

LULAC Rainbow Council awards 2 scholarships:
Selina Weber, Jane Doe
DALLAS, TEXAS -- June 12, 2010: After two months of reviewing applications
and conducting face-to-face interviews, LULAC 4871 – The Dallas Rainbow
Council has selected not one but two scholarship recipients for the 2010
LULAC 4871 Jesus Chairez Scholarship: Selina Weber and Jane Doe.
“When the committee received applications, two candidates stood out from the
rest,” said Jesse Garcia, president of LULAC 4871. “Two young ladies
impressed us with their academics and their struggles to succeed in life. Both
of their stories inspired us so we decided to give out our scholarship, plus an
additional stipend for our second-place candidate.”
Selina, the top candidate, is a 2010 graduate from Irma Rangel Young Women’
s Leadership School in the Dallas Independent School District. Selina has
been accepted to every university in North Texas because of her fantastic
scores and impressive record of extracurricular activity, which included
volunteering with her high school LULAC council.
Selina came to the United States at age 9, not knowing any English. Her
biggest worry was that her dream of going to college would be a “blur.”
“I knew I had to make and maintain good grades but having to learn a whole
new language was a huge milestone I had to overcome,” said Selina, who is
originally from Germany. “Now, after countless years of working hard and
staying focused on what is important, I can finally say that this once ‘blur’ is now
as clear as can be. Being a first generation college attendee on either side of
my family, I feel as though one of my main goals of many years is not only met,
but just about to start.”
The Dallas Rainbow Council has invited Selina and her family to its June
general meeting to meet the membership.
“We’re proud to help our immigrant brothers and sisters achieve their American
Dream,” said Garcia. “Regardless of color, we are all one family.”
This year the Dallas Rainbow Council decided to accept applications from both
high school and college students to compete for a $1,000 scholarship, which
has already been raised thanks to 25 donors from the community. A second
candidate from a local community college impressed the scholarship
committee so much that committee members lobbied the board of directors for
a second prize to help this student with at least a $300 book stipend.
The second award will go to another first-generation American, Jane Doe.
Jane Doe is not her real name. Before she enrolled at a local Dallas County
Community College District campus to study political science, this young
Mexican woman was married to an American citizen who violently abused her.
This domestic violence victim has had to go underground since she escaped
from her abuser who is still free. She was given special permission to register
under a different name at school.
“LULAC 4871 plans to rally our members and supporters around our second
candidate,” said Garcia. “We won’t be able to celebrate her publicly because of
her safety, but we plan to have the membership sign a congratulatory card at
the meeting to show our appreciation.”
Jane hopes to earn an associate’s degree in criminal justice then transfer to
Southern Methodist University to obtain a law degree. Jane is also in the
process of earning her citizenship and is currently living in transition housing
with other victims of domestic abuse.
“I am a survivor,” said Jane, who decided to pursue higher education in her
30s. “I have chosen the word survivor because I have decided to use my
experience as a tool to help others.”
Jane spends nights leading bible studies with other women in the safe house
where she has stayed for several months.
“My motivation is to finish my degree so I may help others. There are so many
women in my situation,” said Jane. “I thank my faith in God which has kept me
going. I am lucky to be alive.”
Jane marched alongside members of LULAC 4871 during the Mega Marcha on
May 1. She hopes that one day she can be become a member of the council
and volunteer openly with others in the community.
“I want to thank the LULAC Rainbow Council for believing in me and helping me
with my education,” said Jane. “It is good to know that there are organizations
out there willing to help people in my situation.”
Both Selina and Jane had stellar goals for their future, a track record of helping
others and excellent answers on LGBT equality.
Selina Weber and her family will be present at the June general meeting of the
LULAC – The Dallas Rainbow Council, on Wednesday, June 16, at 6:30 p.m., at
Havana’s Restaurant, located at 4006 Cedar Springs Rd., Dallas, TX 75219.
Money for Jane Doe’s scholarship will be raised at “Fiesta Pride!” on Sunday,
June 20, at 10 p.m., at Kaliente, located at 4350 Maple Ave., Dallas, TX 75219.
Ticket sales will benefit LULAC 4871’s council, scholarship and LifeWalk team.
